Personalised Digital Learning Programme (PDLP)

Overview

MOE’s National Digital Literacy Programme (NDLP) was launched in March 2020 to strengthen their digital literacy and acquire digital skills needed to navigate an increasingly digitalised world.

Under the NDLP, every secondary school student will own a school-prescribed Personal Learning Device (PLD). Students may use funds from their Edusave Account to pay for the PLD. 

Digital Competencies

Digital Literacies better enable our students, at different stages of their education journey, to acquire the digital skills required to navigate the digital age through four mutually reinforcing components in the ‘Find, Think, Apply and Create’ framework.

Under the EdTech Masterplan 2030, the “Find, Think, Apply, Create” framework is further unpacked into 9 digital competencies to support deepening of digital literacy in schools.

Responsible Usage of PLDs

The school has in place to enable a safer digital environment for learning with the use of PLDs. The role of the parent is also key in partnering the school to support your child.

A. Educating students on Cyber Wellness

MOE has made significant changes to the Character and Citizenship Education (CCE) curriculum. Cyber Wellness lessons will feature significantly in these lessons.

The broad topics covered in Cyber Wellness are: 

  • Cyber Use

  • Cyber Identity

  • Cyber Relationships

  • Cyber Citizenship

  • Cyber Ethics

B. Device Management Application 

Device management application (DMA) software will be installed on your child’s device to provide a safer digital environment for learning, and to prevent misuse of the device.

The DMA will be funded by MOE and will be uninstalled from the device when the child graduates/ leaves the school. 

C. Acceptable Use Policy (AUP)

Parents could refer to the AUP when helping to manage his/her child’s use of the PLD. The AUP will help your child to understand the expectations of device use to enable a conducive learning environment.  It also outlines the consequences for violating the policy.  Parents can refer to the student’s handbook for the  AUP in school.

Funding Information

The cost of the device bundle can be paid using your child’s Edusave account, after setting aside provision for payment of second-tier miscellaneous fees.

Students who are Singapore citizens can use their Edusave to pay fully or partly for the PLD, after setting aside provision for payment of miscellaneous fees. Parents/Guardians can also choose to pay cash for the PLD.

MOE has provided Edusave top-ups from 2020 to 2023 to all eligible Singaporean students in primary and secondary schools. In 2025, MOE provided a $500 Edusave top-up for students aged 13-16 years old. This is on top of the annual Edusave contribution of $290 for secondary school students and $230 for primary school students.

For students on MOE-FAS, subsidies are available even if there is insufficient Edusave balance. The cash out-of-pocket will be $0.
